【摘要】:ThisPubliclyAvailableSpecificationspecifiesrequirementsforamanagementsystemtoenableashiprecyclingfacilitytodevelopandimplementprocedures,policiesandobjectivesinordertobeabletoundertakesafeandenvironmentallysoundshiprecyclingoperationsinaccordancewithnationalandinternationalstandards.Themanagementsystemrequirementstakeintoaccounttherelevantlegalrequirements,safetystandardsandenvironmentalelementsthattheshiprecyclingfacilityneedstoidentifyandcomplywithinordertocarryoutsafeandenvironmentallysoundshiprecycling.ThisPubliclyAvailableSpecificationappliestotheentireprocess:acceptingashipforrecyclingbythefacility;assessingthehazardsonboardtheship;identifyingandcomplyingwithanyapplicablenotificationandimportrequirementsforshipstoberecycled;carryingouttherecyclingprocessinasafeandenvironmentallysoundmanner;conductingrequiredtraining;ensuringtheavailabilityofsocialamenities(e.g.firstaid,healthchecks,foodandbeverages);storageandprocessingofmaterialsandwastesfromtheship;wastestreamandrecyclingstreammanagement,includingcontractualagreements;anddocumentationcontrolsfortheprocess,includinganyapplicablenotificationofthefinaldisposalofthevessel.ThisPubliclyAvailableSpecificationisapplicabletoanyshiprecyclingfacilitythatwishesto:a)establish,implement,maintainandimproveasafeandenvironmentallysoundmanagementsystemfortherecyclingofships;b)assureitselfofconformitywithitsstatedsafeandenvironmentallysoundmanagementpolicy;c)demonstrateconformitywiththisPubliclyAvailableSpecificationby1)makingaself-determinationandself-declaration,or2)seekingconfirmationofitsconformancebypartieshavinganinterestinthefacilitysuchascustomers,or3)seekingconfirmationofitsself-declarationbyapartyexternaltotheorganization,or4)seekingcertification/registrationofitsmanagementsystembyanexternalorganization.AlltherequirementsofthisPubliclyAvailableSpecificationareintendedtobeincorporatedintothemanagementsystemsofanyshiprecyclingfacility.InordertobeincompliancewiththisPubliclyAvailableSpecification,themanagementsystemsmustasaminimumcoverallelementsofthisspecification.AcomparisonofthisPubliclyAvailableSpecificationandtheplannedIMOconventiononsafeandenvironmentallysoundshiprecyclingisgiveninaninformativeannex.
