【摘要】:ThisdocumentisPart9oftheIEC61968standardandspecifiestheinformationcontentofasetofmessagetypesthatcanbeusedtosupportmanyofthebusinessfunctionsrelatedtometerreadingandcontrol.Typicalusesofthemessagetypesincludemeterreading,metercontrol,meterevents,customerdatasynchronizationandcustomerswitching.Althoughintendedprimarilyforelectricaldistributionnetworks,IEC61968-9canbeusedforothermeteringapplications,includingnon-electricalmeteredquantitiesnecessarytosupportgasandwaternetworks.Thepurposeofthisdocumentistodefineastandardfortheintegrationofmeteringsystems(MS),whichincludestraditionalmanualsystems,and(oneortwo-way)automatedmeterreading(AMR)systems,withothersystemsandbusinessfunctionswithinthescopeofIEC61968.ThescopeofthisInternationalStandardistheexchangeofinformationbetweenameteringsystemandothersystemswithintheutilityenterprise.Thespecificdetailsofcommunicationprotocolsthosesystemsemployareoutsidethescopeofthisstandard.Instead,thisstandardwillrecognizeandmodelthegeneralcapabilitiesthatcanbepotentiallyprovidedbyadvancedand/orlegacymeterinfrastructures,includingtwo-waycommunicationcapabilitiessuchasloadcontrol,dynamicpricing,outagedetection,distributedenergyresource(DER)controlsignalsandon-requestread.Inthisway,thisstandardwillnotbeimpactedbythespecification,developmentand/ordeploymentofnextgenerationmeterinfrastructureseitherthroughtheuseofstandardsorproprietarymeans.Thecapabilitiesandinformationprovidedbyameterreadingsystemareimportantforavarietyofpurposes,including(butnotlimitedto)intervaldata,time-baseddemanddata,timebasedenergydata(usageandproduction),outagemanagement,serviceinterruption,servicerestoration,qualityofservicemonitoring,distributionnetworkanalysis,distributionplanning,demandreduction,customerbillingandworkmanagement.ThisstandardalsoextendstheCIM(CommonInformationModel)tosupporttheexchangeofmeterdata.
